        dc:description          "Al Ministro dei trasporti e della navigazione. - Per sapere - premesso che: e' in corso una trattativa nell'accordo di programma tra le FF.SS. SpA e il Ministro dei trasporti e della navigazione in merito alla quantificazione degli interessi intercalari per la realizzazione dell'infrastruttura ferroviaria TAV; il programma TAV e' stato approvato dal Parlamento prima del 31 dicembre 1992 sui seguenti presupposti: a) che negli oneri di costruzione lo Stato contribuisca per il 40 per cento e i privati per il restante 60 per cento; b) che alla data del 31 dicembre 1992 esista un progetto esecutivo dell'opera sul quale e' stato possibile affidare a trattativa privata la costruzione dell'opera stessa -: se gli interessi intercalari verranno addebitati allo Stato; in tal caso, ovviamente, la quota di partecipazione dello Stato non e' piu' del 40 per cento, ma tende ad aumentare spostando la partecipazione pubblica, che potrebbe raggiungere e superare il 50 per cento, attivando in tal caso tutta una legislazione in materia di affidamento di lavori pubblici che non e' stata rispettata; non essendo state finora approvate le tratte Firenze-Bologna e Bologna-Milano, come sia stato possibile considerare esistente alla data del 31 dicembre 1992 un progetto esecutivo che a tutt'oggi non esiste; nel caso che il progetto, cosi' come lo si intende realizzare in pratica, si discosti anche in maniera sostanziale da quello approvato dal Parlamento, quali iniziative intenda assumere.
