Since 2004, the Chamber's Research Service has carried out, for the Environment, Territory and Public Works Commission, a monitoring activity on the state of construction of strategic and priority infrastructures, through the publication of annual reports. Since 2010, the monitoring activity has been carried out in collaboration with the National Anti-Corruption Authority. The reports are prepared in collaboration with the CRESME research institute (Centre for economic and sociological market research in construction). Starting from 2022, monitoring will also focus on the progress of the works commissioned pursuant to art. 4 of the Legislative Decree 32/2019 and the priority infrastructures included in the PNRR-PNC programming. The latest annual report, presented to the Environment Commission on 21 November 2023, analyzes the evolution of strategic and priority infrastructures based on the data and documents available as of 31 August 2023. The document traces the regulatory evolution from the so-called objective law (law no. 443/2001, subsequently repealed by the Public Contracts Code of 2016) up to the new regulations introduced by Legislative Decree 36/2023 (new Public Contracts Code), and the data relating to programming and creation of strategic infrastructures (included in the Infrastructure Annex to the 2013 DEF) and priority infrastructures (identified with the Attachments to the DEFs from 2015 to 2023, commissioned pursuant to art. 4 of Legislative Decree 32/2019 and included in the PNRR and the PNC). The detailed overview of the over 2,000 interventions and the 274 work sheets, which provide historical data and allow for an in-depth analysis of the state of progress of these infrastructures, can be consulted through the SILOS system.
